水土流失区高效生态农业与精准扶贫技术协同创新思路及对策

Collaborative Innovation Thought of High Efficient Ecological Agriculture and Precise Poverty Alleviation in Soil Erosion Areas and Its Countermeasures

党的十八届五中全会提出了"创新、协调、绿色、开放、共享"新的理念与发展战略,其重要内涵是创新引领、统筹协调、绿色创业、改革开放、共享成果,为全面建设小康社会明确了方向与目标。在科技创新与绿色发展的浪潮中,农业发展要立足新的起点,创立新的模式、拓展新的内涵、实现新的跨越。该文阐述了高效生态农业的重要内涵及其实践意义,研究了科技精准扶贫的主要模式及其关键技术,并结合福建省水土流失区域的实际,提出了山区乡村加快发展高效生态农业的若干对策。

The new concepts and development strategies of ＂innovation,coordination,green development,opening up and sharing＂ were proposed at the Fifth Plenum of the 18 th CPC Central Committee.The important connotation meant that innovation as drivers,overall plan and coordination,green entrepreneurship,reform and opening up and achievement sharing,thus to identify the goals and directions for building a moderately prosperous society in all aspects.In the wave of scientific and technological innovation and green development,agricultural development should be based on new starting points,establish new patterns,expand new connotations and achieve new leaps.The important connotation and practical significance of high efficient ecological agriculture were elaborated in this paper.Then,the main patterns and key techniques of precise poverty alleviation with technology were studied.By combining with the practical situation of soil erosion areas in Fujian,some countermeasures were further proposed to enhance the development of high efficient ecological agriculture in the countries of hilly areas.
