摘要
介绍了流域水环境及治理涵义、环境NGO的概念;探讨了流域水环境治理中环境NGO作用的依据、结构、存在的现实问题及原因,进而提出促进流域水环境中环境NGO功能发挥的对策建议。
We introduced the meaning of basin water environment and its governance and the concept of environmental NGO; discussed the foundation, structure, present problems and reasons of the role of environmental NGO in basin water en- vironment governance ; and then put forward some relevant countermeasures to promote the environmental NGO function.
