The Eighteenth National Congress of the CPC Report puts forward： advance the socialist culture construction of power; enrich people＇s spiritual and cultural life; develop the nationwide reading activities. Public library is an important field for carrying out the nationwide reading activities. Public library must keep pace with the times, and carry out the reading a6tivities by all means. This paper discusses how to cooperate with relevant social institutions and get support from them while maintaining its commonweal independence and dominance, so as to create more reading welfare for the people and promote the nationwide reading.
