Analysis and Comparison of Safety Standards for the Field Operation in Chemical Manufactory

介绍了《化学品生产单位动火作业安全规范》等8个安全生产行业系列标准(AQ3021-2008至AQ3028-2008)和国家标准《化学品生产单位特殊作业安全规范(GB30871-2014)》的基本概况、内容结构和内容特点,运用比较学方法,从标准性质、适用范围、相关定义、安全要求、人员职责、作业证管理、标准特点等11个方面对比分析两套标准的差异。结果表明,化学品生产单位现场作业安全生产行业系列标准和国家标准在具体细节上存有一定的差别,两者各有侧重、互为补充,共同构成了我国化学品生产单位现场作业安全的标准体系。

The general situation, content structure and content features of standards are respectively intro- duced, which includes the national standard of safety code of special work in chemical manufactory （GB30871 -2014） and eight safety production industrial standards （ AQ3021 - 2008 to AQ3028 - 2008） such as safety code for hot work in chemical manufactory. Adopting a method of comparison, the two sets of standards for fieht operation in chemical manufactory were compared and analyzed in 11 aspects including property of standard, scope of application, relevant definitions, safety requirements, staff responsibilities, management of permit to work and standard characteristics etc. The conclusions show that there are differences in the respect of specific details between the national standard and safety production industrial standards for field operation in chemical manufactory, but they focus differently and complement each other, and together make up the standard system of field operation safety in chemical manufactory of China.
