家庭农场“适度规模经营”主体资格要件之判定——以宜昌市民族地区为例

On the Identification of “Moderate Land Scale Management” of the Subject Qualifications of the Family Farm:Taking Yichang as An Example

农业部的规范性文件中给出了家庭农场的主体资格认定条件,其中适度规模经营条件是最基础的资格条件,对其正当性进行论述,结合实证分析认为,应当对家庭农场的土地经营规模设置下限,同时也应当依据市场经济自身发展规律设置上限。政府应当谨慎使用以流入地面积作为财政补贴的标准,因为可能诱发为获取更多的财政补贴而盲目追求家庭农场"越大越好"行为的发生。

The subject qualifications of the family farm are given in the normative document of the ministry of agriculture and the moderate operation condition is the most basic qualification. For its legitimacy,the floor level of the family farm land management scale should be set up. The upper limit should be set up according to the own development law of market economy. The government should be cautious to use fiscal subsides as the inflow land area as a standard.
