我国集体水资源规模大、分布广,是当前水资源管理的"盲区"。如果不摸清其"家底",对其进行有效管理,实行最严格水资源管理制度的成效将大打折扣。采取三种方法对全国集体水资源量进行估算,综合分析认为,全国集体水资源量约为600亿m^3。
