Designing of water right allocation in Shule River Basin based on double control of water availability and proportion

结合流域正在推进的水权试点工作,综合分析现状与目标差值下的用水总量和灌溉面积,提出不同控制条件下的10组农业用水水权分配方案。经过方案的比较分析,确定切合实际的农业水权分配方案,以实现流域水资源分配的确权工作。

Combing with pilot projects implemented in the Shule River Basin, ten groups of agricultural water right allocation plans under different control conditions are worked out by taking the total water use and irrigated area under target dispersion rate and current situation into consideration. Realistic agricultural water right allocation plan has been worked out based on comparative analysis so as to make water right explicit for water allocation in the basin.
