江苏省深化小型水库管理体制改革探索与思考

Deepening reform of small reservoir management system in Jiangsu Province

通过分析江苏省小型水库管理面临的主要问题,结合3个小型水库管理体制专项改革试点,分别总结侧重现代化管理和生态化发展的苏南、侧重综合效益发挥和兼顾生态发展的苏中、侧重权责明晰和经费落实的苏北3种管理模式,提出做好深化小型水库管理体制改革的工作建议,指出改革需要把握的关键环节。

Three types of management models are proposed in Jiangsu Province： southern part that emphasizes modernized management and ecological-friendly approach, middle part that highlights comprehensive benefits and ecological-friendly approach and northern part that specifies right and obligation and funding source. Combined with the special-subject demonstration projects of three small reservoirs and summary of main issues faced by Jiangsu Province in small reservoir management, suggestions are raised for deepening reform of reservoir management system as well as key aspects need to be paid more attention during the reform.
