科研项目实施混联驱动管理模式——以“黄河中游砒砂岩区抗蚀促生技术集成与示范”为例 被引量:1

摘要 目前,科研管理方法论和管理实践等都还面临着一系列挑战,随着管理理论的支撑而建立起来的科研项目管理体系虽然形成了系统化的管理模式,但是具体执行过程中仍会存在一些不确定性。为有效解决科研项目执行过程中所存在的管理问题,需要将科研项目管理模式规范化、人性化,在遵守原则的前提下不失灵活性。以"十二五"国家科技支撑计划项目"黄河中游砒砂岩区抗蚀促生技术集成与示范"为例,探索建立并实施了一种以项目任务书中约束性指标和预期性指标为牵引、项目首席科学家为核心、项目办公室为督导驱动源、课题自动与联动响应为主线、成果信息同步共享为基本原则的项目混联驱动管理模式,可为我国其他类似科研项目管理提供借鉴和参考。 A series of challenges has been emerged in terms of methodology and managerial practices for scientific research management. Although a systematic mode has been formed along with the formation of theorybased scientific research project management system, some uncertainties are also existed in the specific execution process. In order to meet these challenges, the management mode needs to be standardized and human-based with more flexibility. Pilot area of erosion control for plant growing in arsenic sandstone zone of Middle Reaches of Yellow River is selected as typical case for exploring an integration and pushing by bounded targets, led by chief scientists and supervised by project management automatic integration and response of each project by sharing and synchronization of forward approach that driven office, under the principle of results and data.
