摘要
由于全球教育人才竞争的激烈、人口出生率下降等原因,台湾公布《高等教育创新转型方案》以应对挑战,目标在于调控招生和学校数量,提升高等教育质量。为达成目标,改革采取了高阶人才提升、退场学校辅导等四大执行策略和三合一推动办公室、跨部会统合协调等三大配套措施。优势在于针对治理、应对挑战,重视人力资源优化,注重多部门合作,但也存在改革频繁、高校退场机制诱因不足等问题。因此,大陆的高等教育发展应汲取其经验,避免出现同样的问题。
Due to fierce global competition for talent, lower birth rates and other factors, Taiwan announces innovation and transformation plan for higher education to regulate the number of school and school enrolment, and improve the quality of higher education. The reformconsists of high-level talent enhancing plan, school counseling,triple promotion office, and inter-ministerial coordination. The advantage includes human resource optimization and focusing on multi-section cooperation. However, there are stil some problems such as constant changed policy and insufficient incentives of exit mechanismin university. Higher education in mainland should learn their positive experiences.
