"一稿多投"现象愈演愈烈,给学术期刊、社会、作者单位甚至是作者本人都带来了相当大的负面影响,并引发了学界热议。学术论文供过于求导致发表难度大、作者自身存在问题、学术期刊建设不完善等是造成"一稿多投"的主要原因。为净化学术空间、规范学术行为、提高学术整体水平,学术期刊有必要采取合理的措施应对"一稿多投"行为。减少和杜绝"一稿多投"的根本还在于学术期刊和作者双方素质水平的提升。

The phenomenon of multiple submissions is more and more intense, which has brought considerable negative impact on academic journals, society, the author＇s organization and even the author himself, and sparked a hot debate in academic circles. Academic papers are oversupplied which cause paper is difficult to be published, the author＇s own problems, imperfect construction of academic journal are the rmin causes for multiple submissions. In order to purify the academic space, regulate the academic behavior and improve the academic level, it is necessary to take reasonable measures to deal with the author＇s multiple submissions. Reducing and eliminating multiple submissions lies in the quality improvement of both academic journals and the authors.
