基于全面质量管理的内河船员教育与培训质量体系建设的思考

On the Quality Management System Construction for Inland River Crew Training Based on Total Quality Management

全面质量管理是建设内河船员教育与培训质量体系的理论基础和客观需要。针对内河船员教育与培训质量体系建设中存在的主要问题,教育培训部门应统筹质量管理、制定实施体系专项考核办法、加强对体系受控对象的教育培训,以达到教育与培训过程的程序化管理、教育培训质量的显著提升、质量文化氛围的形成,质量目标最终得以实现的目的。

Total quality management is the theoretical basis and objective demand for the construction of the quality system for the education and training of inland river crew . Aiming at the main problems existing in construc-tion of the quality system,the education and training department should make overall quality management,deter-mine special assessment methods of implementation system,strengthen the education and training of the controlled objects in order to achieve programmed management of education and training process,significantly improvement of the education and training quality,formation of quality cultural atmosphere and final quality target .
