摘要
目的通过区域信息平台对社区卫生服务中心进行绩效考核。方法以2014年1—12月上海市徐汇区12家社区卫生服务中心的相关工作数据为一般资料,将12家社区卫生服务中心分别标码为A^L。通过区域综合管理与监管平台进行数据收集,采用多层次灰色评价方法对各社区卫生服务中心进行绩效考核。记录考核过程中的投入人力、花费时间及数据覆盖范围,并将其与2014年徐汇区卫生和计划生育委员会进行的绩效考核实际情况进行比较。结果K社区卫生服务中心的2014年绩效考核评分最高。与实际年度绩效考核情况相比,基于区域信息平台绩效考核的投入人力、花费时间均较低,而数据覆盖范围较高。结论通过区域信息平台对社区卫生服务中心进行绩效考核,能够提高考核数据的真实性、客观性,节省了考核人力和时间,能够为卫生行政部门提供动态、连续、实时数据,提高绩效考核效率的同时也增强了考核效果。
Objective To carry out performance assessment of community health service centers through regional information platform. Methods From January to December in 2014,we collected general data of 12 community health service centers in Xuhui District of Shanghai and assigned A- L to the 12 centers. We collected data through regional comprehensive management and supervisory platform. We conducted performance assessment in each community health service center using multi- level grey evaluation method. The manpower input,time and data coverage during assessment were recorded and compared with the assessment conducted by the Health and Family Planning Commission of Xuhui District in 2014. Results The score of 2014 performance assessment of K Community Health Service Center was the highest. Compared with the actual condition of annual performance assessment,the manpower input and time spent in performance assessment based on regional information platform were relatively low,while the data coverage was wider. Conclusion The performance assessment of community health service centers by regional information platform can improve the authenticity and objectivity of assessment data,save manpower and time spent in assessment, provide dynamic, continuous and real- time data for health administrative departments, improve the efficiency of performance assessment,and improve the assessment effect as well.
