基于TOPSIS法的示范省/自治区中医适宜技术包推广效果评价

Evaluation of TCM Appropriate Technology Package Based on TOPSIS Method in Demonstrative Provinces or Autonomous Regions

目的评价示范省/自治区中医适宜技术包的推广效果。方法于2015年3月,运用TOPSIS法,选取投入费用、专家人次数、高级职称人次数、专家下基层指导人次数、培训学时数、培训人次数、评价率和使用人数8个评价指标,对河北省、山东省、甘肃省、宁夏回族自治区、四川省、云南省和贵州省7个示范省/自治区中医适宜技术包的推广效果进行综合评价。结果各示范省/自治区中医适宜技术包与最优方案的接近程度C_i值分别为河北省0.66、山东省0.63、贵州省0.58、云南省0.41、甘肃省0.31、宁夏回族自治区0.30、四川省0.24。结论中医适宜技术包推广效果从好到差依次为河北省、山东省、贵州省、云南省、甘肃省、宁夏回族自治区和四川省。

Objective To evaluate the effectiveness of TCM appropriate technology package in demonstrative provinces or autonomous regions. Methods In March 2015,we selected 8 indexes which were input costs,the number of experts,the number of people with senior professional posts,the person- times of experts who had provided guidance at grass- root level,the credit hours of training,the person- times of training,evaluation rate and the number of people who had used the package,and we conducted comprehensive evaluation on the effectiveness of TCM appropriate technology package using TOPSIS method. Results The Civalue of TCM appropriate technology package in demonstrative province / autonomous regions from the optimal solution was 0. 66,0. 63,0. 58,0. 41,0. 31,0. 30 and 0. 24 in Hebei Province, Shandong Province, Guizhou Province,Yunnan Province, Gansu Province, Ningxia Hui autonomous region and Sichuan Province. Conclusion The descending rank of the effect of TCM appropriate technology package is Hebei Province,Shandong Province,Guizhou Province,Yunnan Province,Gansu Province,Ningxia Hui Autonomous Region and Sichuan Province.
