最低设备清单(MEL)是一项重要的运行控制文件,由学院编制并提交局方审批。适时准确地使用MEL将使学院的飞行训练在保证运行安全的前提下,灵活地组织维修计划并降低运营成本。本文主要就中国民航飞行学院MEL的编制和使用进行了阐述,分析了其存在的缺陷,并提出了相应的解决措施。

The Minimum Equipment List （MEL） is an important document for flight operation. It is drafted by CAFUC and presented to CAAC for approval. Proper use of MEL may help CAFUC organize the maintenance plan flexibly and reduce running costs. This paper mainly describes the draft and use of MEL in CAFUC, analyzes its defect, and puts forward some suggestions to resolve them.
