整村推进减贫绩效评估中的农民参与问题研究

Farmers' Participation Problems in Evaluation of Whole-village Promotion of Defeating Poverty

整村推进减贫作为政府减贫工作的一种创新模式,农民参与这一减贫模式的绩效评估,是当前推动精准扶贫和提高减贫效益的重要保障。选取秦巴山区某贫困县整村推进减贫中农民参与情况为研究对象进行调研得出:政策制度、农民自身、政府作为和表达渠道等在农民参与整村推进减贫的绩效评估方面均存在问题,导致减贫工作未能取得实效。国家对制度进行完善,政府加强对农村的引导,让农民能充分参与减贫绩效评估,最终提高政府减贫绩效。

The whole-village poverty reduction is a kind of innovation of government poverty alleviation mode,and farmers participate in the performance evaluation of this mode which is important for precise poverty reduction and improving the efficiency.By taking farmers＇ participation in the whole-village poverty reduction of an impoverished county in Qinba mountains as the research object,it is found that there are problems in policy system,farmers,government action and expressing channels etc.,which make poverty alleviation work failed to obtain actual effect.The government should improve the system and strengthen its guidance in countryside,make farmers fully participate in the performance evaluation,and eventually improve its performance of poverty reduction.
