煤炭资源型城市产业转型已成为人们关注的焦点,也引起世界各国普遍关注。中国是以煤炭为主要能源国家,加快煤炭资源的产业转型迫在眉睫。淮南市作为我国重要的煤炭型城市,煤炭资源丰富、煤质优良,然而淮南煤炭产业比较单一、产业链条较短、技术水平较低,综合服务体系不完善以及长期依赖煤炭进行发展导致环境卫生极差,为了避免"以煤而兴,煤竭则亡"的悲剧发生,实施淮南市产业转型是城市社会可持续发展的必由之路。本文从产业及产业链条、发展技术、综合服务体系、环境四个方面讨论淮南煤炭资源发展过程中存在的问题,以SWOT分析为基础,提出可行性意见,为城市经济及人与环境的可持续发展服务。

Industrial transformation of coal resource - based cities has become the focus of attention. Chinashould accelerate the industrial transformation of coal resources. Huainan is rich in coal resources and coal qualityis fine. However, due to a single coal industrial structure, industrial chain is short, low level of technology, andthe long- term dependence on coal development lead to poor sanitation, the industrial transformation of Huainancity is the only way for the sustainable development of the city. This paper discusses the problems existing in thedevelopment of Huainan＇scoal resources from four aspects of industry and industry chain, development technology,integrated service system and environment. Feasibility suggestions are proposed by the analysis of SWT0 for the ur-ban economy and the sustainable development of people and the environment.
