新制度经济学理论是用经济学方法研究制度问题的理论。专业设置问题的实质是通过建立某种机制,以促使高校举办的委托人和代理人利益趋于一致。为达到两者利益的一致,就必须建立合理的资源配置体系。运用新制度经济学的理论确保高校的产权主体地位,并建立合理的评价机制,对于促进资源配置的合理性,解决专业设置问题具有重要意义。

New Institutional Economics theory is the theory of use economics method to solve system problems.The key problem is how to establish a mechanism to promote the interests of the principal and the agent conver-gence.
