英国“有效学前中小学教育项目”的特点与启示

On the Characteristics and Enlightenments of British Effective Preschool,Primary and Secondary Education Project

英国"有效学前中小学教育项目"历时17年,作为英国教育战略规划的一部分,一直受到英国历届政府的重视、资助与支持,其研究成果对英国政府宏观教育决策方向、内容和重点产生了巨大影响,促使英国教育部逐步认识到包括学前、中小学教育在内的高质量早期教育的战略性价值,并由此改进了决策。该项目发现儿童是否接受早期教育、接受早期教育的时间与质量均对其后期的学习如中考、高考甚至工作都产生了深远影响,同时良好的早期家庭教育环境能够对儿童产生全面而持久的成绩促进作用。借鉴该项目的成功经验,我国应提高教育跟踪研究的意识和能力,建立国家及区域性儿童身心发展状况大样本战略数据库;各级政府教育投资重心应向早期教育进行战略转移,强化早期教育的优先性、义务性和公益性;应建立健全早期教育共同体,加强对父母特别是母亲教育角色的社会支持,促进高质量的教育公平与社会公平。

British ＂Effective Preschool, Primary and Secondary Education Project＂（EPPSE ） started in 1997 and ended in September 2014 as to promote the early education policy decision of British governments so far. It found that the length and quality of early education and the home learning environment had great impact on children＇s development and achievements. The more months children had spent in early education, the greater the impact on total GCSE scores and grades in English and math. According to the research of this famous program, some policy recommendations are put forward below： strengthening con sciousness and ability of early education trace-research, establishing the national and regional large children-sample database; tracking the important international early education trace-research projects and drawing lessons from their reasonable contents; transferring government＇s education investment focus at all levels to early education and promoting its compulsory and publicity; creating early education community and enhancing the parents education, especially the mother education role from social support and injecting positive energy into the social equity and justice.
