老挝经济特区与经济专区投资的机遇与挑战

Opportunities and challenges of investment in special economic zones and special economic administrative areas in Laos

为实现国民经济与社会发展的目标,摆脱不发达国家的现状,老挝政府加快了改善商业环境、完善各种法律法规、加强金融基础设施建设等举措。为吸引外商投资,老挝于2003年设立经济特区与经济专区,至2009年发布了促进投资法新版本,给予国内外投资者相同权利。这成为外国投资者在老挝投资的机遇,使老挝的制造业、物流、服务业等行业走向市场经济管理模式。采用SWOT分析法对老挝经济特区与经济专区的投资优势、劣势以及机遇与挑战进行分析,并据此提出相关政策建议。

In order to achieve the goal of national economic and social development and get rid of the status quo of Least Developed Country,the Laos government has accelerated to take the measures of improving business environment,perfecting various law s and regulations,and strengthening financial infrastructure construction,etc. In order to attract foreign investment,Laos established special economic zones and special economic administrative areas in 2003. The new version of investment facilitation law w as released in 2009,w hich gives the same privileges to domestic and foreign investors. It has been an opportunity for foreign investors to invest in Laos,and made the industries of manufacturing,logistics and service etc.transit to the market economic management mode in Laos. SWOT analysis method is applied to analyze the strengths,w eaknesses,opportunities and threats of investments in special economic zones and specific economic administrative areas in Laos,and relevant policy recommendations are brought forw ard according to the results.
