城镇要害系统综合防灾关键技术综述

REVIEW ON COMPREHENSIVE DISASTER PREVENTION KEY TECHNOLOGY OF URBAN VITAL SYSTEM

随着城镇发展水平不断提高,人口、产业与财富都高度集中,人们对城镇安全和防灾的要求也日益提高。在推进城镇化进程中,我国城镇建设综合防灾工作目前还存在许多问题,如综合防灾技术效果不明显,对城镇重要功能节点研究较少,缺乏一体化防灾减灾信息化平台。鉴于此,提出重点研究城镇应急保障和处置规划的关键技术,分析重要功能节点的防灾减灾问题,构建城镇灾害防御与应急处置协同工作平台,以提高城镇建筑和脆弱群体抵御灾害的能力,最大限度地减少人员伤亡和事故损失,对提高国家综合防灾减灾能力,实现社会经济的可持续发展有着重要意义。

With the development of urban economy,the population,industry and wealth are highly concentrated,and the demand of people for urban safety and disaster prevention becomes increasingly strong. In the process of urbanization,many problems in urban construction comprehensive disaster prevention work remain to be solved yet at present,such as the unconspicuous effect of comprehensive disaster prevention,the lack of research on urban important function joints and integration information platform of disaster prevention and reduction. This paper pointed out that the research on key technology of urban emergency security and disposal plan,analysis of problems of disaster prevention in urban important function joints,as well as the integration information emergency platform of disaster prevention and reduction,are helpful for dealing with all kinds of disasters in cities and towns effectively,minimizing casualties and accident losses. The study is very significant to enhance national comprehensive disaster prevention and mitigation capacity and achieve sustainable development of social economy.
