摘要
首先针对综合运输服务信息平台的建设需求和目标展开分析,在此基础上,提出综合运输服务信息平台总体功能构架,并对其所涵盖的公众信息服务系统、行业综合管理系统、运营组织协同系统、安全应急管理系统等子系统的功能设置进行了具体分析。比较了目前交通信息化平台建设的三种主要模式,即政府主导模式、政企协同模式和企业主导模式,权衡其各自的适用性和优缺点,指出综合运输服务信息平台的建设应采用政府主导模式。
In this paper, we first analyzed the construction demand and objective of the comprehensive transportation service information platform, then on such basis, proposed the general functional architecture of the platform and analyzed specifically the functional setting of its subsystems, including public information service system, industrial comprehensive management system, operational organization and collaboration system, and safety and emergency management system, etc. Then we compared the three major modes in the construction of traffic information platforms, including the government-led mode, government-enterprise collaboration mode and enterprise- led mode, weighed their respective applicability and strength/weakness, and at the end, argued that in the construction of the comprehensive transportation service information platform we should adopt the government-led mode.
