伴随着工业化进程的不断加快,在实现经济飞速发展的同时,人与自然的矛盾也日益显露出来。在继续追求发展的同时,人与自然如何和谐共处成为当下不可小觑的课题。近年来,环境污染所带来的侵权案件日渐增多,环境污染问题日渐成为我们亟须解决的重大问题之一。在此情况下,我国保护公民权利的法律制度却仍有缺陷。所以,环境侵权行为及责任的探究也成为众多学者研究的课题。

With the industrialiazation developing, people have realized the developed economic. At the same time, the contradiction between man and nature has emerged. In order to develop, human being wants to get more and more from nature. But we are not able to enjoy everything nature has given to us. However, it＇s important to know how can we do for living in the harmony with nature. In recent years, the environment pollution case brought increasingly. According to incomplete statistics, the industrial pollution case have been up to 10,000. As for this situation, we can＇t deal with them because of the defect of legal regulations. And now, more and more scholars start to study these problems.
