摘要
徐连一体化发展的提法由来已久.但是在新的历史时期,需要重新认识徐连一体化的内涵、空间范围、动力机制和发展定位,实现4个转变:内涵上,从经济问题转为包括经济、政治、社会等综合问题;空间界定上,从徐连空间尺度转为全国、徐连、市县的全方位空间尺度;作用机制上,从强调政府"看得见手"转为"两只手"同时运用;组织关系上,从竞争大于合作转为优势互补的协同发展.阻碍徐连一体化发展的体制机制约束表现在政绩考核制度、利益协调机制和信息沟通机制3个方面.借鉴我国各地一体化过程中的实践探索,徐连一体化发展应建立多层次的行政协调体系、健全的管理体制以及完善的制度约束机制,力求协调手段的多样性、多层次性.
Xuzhou-Lianyungang integration has been put forward for a long time.But in the new historical period,the connotation,spatial scope,dynamical mechanism and development orientation need to be re-recognized,and four transitions should be realized,such as the connotation transformed from economic issues to comprehensive problem including economic,political,social and other problems,the spatial scope transformed from Xuzhou-Lianyungang space scale to omni directional of national,Xuzhou-Lianyungang,and city county,the mechanism transformed from emphasizing government to using market and government,the organizational relationship transformed from more competition than co-operation to coordinated development of complementary advantages.The system and mechanism which influencing Xuzhou-Lianyungang integration includes cadre performance evaluation system,interests coordinate mechanism and information communication mechanism.In view of exploring integration in our country,to ensure Xuzhou-Lianyungang integration develop,it should be set up administration system at many levels,sound management system and perfect institutional mechanism.
