农业政策变化的发生机理:基于多重制度逻辑视角——以农村税费改革为例

The Mechanism of Agricultural Policy Change in the View of Multiple Institutional Logics: The Case of the Reform of Rural Taxes and Fees

基于制度变迁理论,从多重逻辑视角构建农业政策变化发生机理的分析框架,并运用该框架检验农村税费改革的发生过程,研究发现:国家行为的逻辑是政权合法性和稳定性,基层政府行为的逻辑是竞争晋升的科层制,农户行为的逻辑是理性,农业政策变化过程是国家、基层政府和农户在特定的制度环境约束和意识形态变化下长期互动的结果。引申的政策含义是政府在制定农业政策时需要关注微观农户和基层政府的行为逻辑,因为他们的行为逻辑在很大程度上缩小甚至改变宏观农业政策的选择空间,进而影响政策效果。

Based on the institutional change theory,we develop the analysis framework of agricultural policy change from the view of the multiple institutional logics, and then examine the generate process of the rural taxation reform. We find that the logic of National behavior is the legitimacy and stability, the logic of local government＇ s behavior is the promotion in bureaucracy system and the logic of farm household＇ s behavior is economic rationality. The agricultural policy change is the result of interaction of three kinds logic constraints to the institutional environment and the ideological change in the long run. The policy implications ： it＇ s important of paying attention to microscopic behavior logics of farmers and local governments when making agricultural policy, Because their behavior logics largely narrowed or even change the choice space of macro agricultural policy, then influence the performance of policy.
