新型城镇化、产业结构调整与农村劳动力“再就业”

The New-Type Urbanization,the Industrial Structure Adjustment and the Rural Labor “Reemployment”

解决失地农村劳动力"再就业"是中国新型城镇化和产业结构调整升级面临的突出现实问题。本文依据1985—2012年的面板数据,基于修正的向量自回归模型,剖析新型城镇化水平、产业结构升级与农村劳动力转移的演化轨迹及三者的互动规律,进而从新型城镇化和产业结构升级两方面,提出了应大力发展与区域相适配的第三产业、应着力推进地方特色明显、产业基础扎实、城镇规模适中的新型城镇化建设等政策建议。

To solve the ＂reemployment＂ of landless rural labor is a prominent practical problem faced by China＇s newtype urbanization and the adjustment and upgrading of industrial structure. Based on panel data of year 1985 to 2012 and the corrected VAR model,this paper analyzes evolution track and interactive law among China＇s urbanization,industrial structure upgrade and rural labor transfer, then from the perspective of the new-type urbanization and the industrial structure upgrade, proposes to vigorously develop the third industry which adapt to the region and promote local-featured, industrial-based and moderate-scaled new-type urbanization construction.
