欠发达地区工业园区整合过程中地方政府的作用研究——基于管治的视角

Research on the Role of Local Government in Underdeveloped Area Industrial Park Integration——Based on Governance Perspective

我国欠发达地区工业园区的发展存在诸多问题,亟待整合。本文分析了工业园区整合中存在问题的主要原因——地方保护主义下的利益协调机制缺失。地方政府在工业园区整合中要基于管治的视角,充分发挥其作用和职能,积极处理好整合所涉及的利益相关者的关系,关键在于构建利益协调机制,明确各利益主体的责任和权利,制定切实可行的协调工作程序,完善协调工作的组织管理制度,出台配套的财政政策、投融资政策、产业政策、土地政策和人口转移政策。

There are many problems in underdeveloped areas of the development of industrial parks. Therefore, industrial parks need to be integrated. This paper analyzes the main reason for the problems of integration in the industrial park--lack of interest coordination mechanism under local protectionism. In the industrial park integration local governments, based on the governance perspective, fully play its role and function and actively deal with the relationship between the interests of the stakeholders involved in the integration. The key is to build interest coordination mechanism, aimed to clear responsibilities and rights of various stakeholders to develop practical coordination procedures, to improve organization and management system coordination and to support the introduction of industrial policy, fiscal policy, financing and investment policy, land policy and population transfer policy.
