摘要
民族地区教育优先发展基本内涵可以概括为"一个中心三个表现",即以民族地区教育发展权利为中心,表现出空间视角的地区教育发展优先、要素视角的教育子系统发展优先、内容视角的民族文化教育优先三种具体形态。民族地区教育优先发展战略转型升级的根本出路在于健全法律保障机制:一方面要运用法治方式推进民族地区教育优先发展战略方案的具体实施;另一方面则需要以教育发展权利为逻辑起点,在教育优先发展中承认地区教育差异性,充分利用外部教育资源,推动民族地区教育事业的健康快速发展。
The connotations of priority in educational development in ethnic regions basically include"one focus and three priorities",that is,focusing on the right of educational development in ethnic regions,priority in developing regional education in perspective of space,priority in developing educational subsystem in perspective of element,and priority in ethnic cultural education in perspective of content. The fundamental way-out for the transformation and upgrading of the priority strategy for educational development in ethnic regions lies in the building of legal safeguard mechanism. On one hand,the specific implementation of the strategy should be promoted according to laws, and on the other hand, with the right of educational development as the logical starting point,differences in regional education should be recognized and external educational resources should be fully exploited in order to promote a healthy and rapid development of education in ethnic regions.
