Design and Implementation of Big Data Command Systems for Emergency Rescue at Sea

针对复杂的海上应急救援行动指挥控制需求,讨论了海上大数据应急救援指挥控制的基本概念和能力需求,分析了海上大数据应急救援指挥控制模式和指挥信息流程,研究设计了海上大数据应急救援指挥控制系统,提出了海上大数据应急救援指挥控制的关键系统和技术,可为大数据时代海上应急救援指挥控制系统建设提供参考.

To meet with the requirement of command and control （C2） in complicated sea emergency rescue, this paper discusses the basic concepts and capability requirements of C2 in sea big data emergency rescue, analysis the C2 model and command information flow of sea big data emergency rescue, designs the C2 system of sea big data emergency rescue, and proposes the key system and technology of sea big data emergency rescue, which serves as a reference to the construction of C2 system for sea emergency rescue in big data era.
