The Turbulence of Against Local Autonomy in The Xin zheng Pieord in Late Qing

晚清新政时期 ,清廷决定在全国城镇乡推行地方自治 ,作为民权政治的基础。但是 ,新政时期从上而下推行的地方自治在中国乡村遇到强烈的抵抗。本文分析了新政时期农村反地方自治风潮的复杂历史内涵 。

During the Xin Zheng period of Late Qing Dynaty, the Qing governmentWas determined to carry out local autonomy over all the cities and towns ,which was the basis of democratic polities. However ,the local autonomy carried out in this period from top to bottom was resisted strongly in China's rural areas. The article analyses the complicated historical connotation in the agitation for opposing to the local autonomy during the Xin Zheng period, which put forward attentionable historical experiences and lessons in reform.
