摘要
奥斯汀是美国ICT产业重要的研发创新中心。奥斯汀的ICT产业经历了从生产到创新再到转型三个发展阶段,成功地从生产"制造"进入了创新"智造"。在奥斯汀ICT产业的技术创新和转型升级过程中,极具战略眼光的产业发展规划发挥了重要的作用。奥斯汀ICT产业的发展规划主要集中在人力资源和基础设施两方面,通过持续投资逐步地形成了一个高级和专业型的人力资源队伍和基础设施体系。奥斯汀ICT产业的发展规划是政府、工商业界和大学之间合作互动的成果。奥斯汀ICT产业的成功可以为中国制造业技术创新和转型升级提供经验借鉴。
Austin is a significant RD and innovation center of ICT industry in the U. S.. Austin＇s ICT industry has passed through three stages of development： manufacturing,innovation,and transition; eventually,it successfully evolved from＂Made in Austin＂to ＂Intelligent Manufacturing in Austin＂. In such technological innovations and transitions,the strategic planning for industrial developments has played an important role. Specifically,Austin＇s planning for its ICT development has focused on human resource and infrastructures; by continuous investment to these aspects,advanced and specialized human resource base as well as infrastructure systems have been developed. Such planning can also be attributed to a series of interactions and cooperation among government,industries,and universities. A careful study of Austin＇s success may provide China＇s manufacturing industry with valuable experience for its technological innovations and transitions.
