由于没有充分利用市场机制,缺少市场机制约束,地方政府举债呈现出需求量大、成本高、效率低、公共服务供给不足等突出问题。需要厘清政府和市场关系,转变地方政府职能,积极发挥市场机制作用,完善地方政府的市场化直接融资途径,推进与社会资本的深度合作,创新公共服务的市场化提供方式,最终在满足地方政府合理债务需求和控制债务风险之间取得平衡。

Due to the less use and the less restriction in market mechanism,some prominent issues are caused by the loan that is raised by local governments,such issues as the heavy demand,the high cost,the low efficiency and the insufficient public service.And it is necessary to clarify the relationship between governments and market,transform the functions of local governments,make full use of market mechanism,improve the direct marketing financing channels of local governments,promote the close cooperation with social capital,and innovate the marketing mode of public service in order to make it balanced the relation between the reasonable debt demand of local governments and the debt risk control.
