摘要
旧城改造是城市发展过程中必然的产物,是局部或整体地、有步骤地改造和更新老城市的全部物质生活环境,以便根本改善其劳动、生活服务和休息等条件。旧城区域缺乏规划,用地混乱,基础设施不全,环境较差。改造需要对其进行用地整合,统一规划,分步实施,因此需要综合权衡各方面的因素以应对在此过程中出现的不同问题。本文以岳阳市四化建地段旧城改造项目为基础,探讨旧城改造中,在进行用地整合的同时,如何处理城乡规划法、国家政策、上位规划以及交通系统等宏观方面的要求,提出一条切实可行的旧城改造思路,为岳阳市其他地段旧城改造提供借鉴的基本框架。
the urban renewal is the inevitable result in the process of urban development, is in part or in whole, step by step, to reform and renewal of the old city all the material living environment, in order to fundamentally improve the labor, service life and rest conditions. The old urban areas lack of planning, land use, in which the infrastructure is not full, and the environment is poor. Transformation needs to be carried out with land consolidation, unified planning, step by step implementation, and therefore need to weigh all aspects of the various factors in order to cope with the different problems in this process. In this paper we discuss based on the project of Sihuajian built area's urban renewal in Yueyang city, to explore how to deal with urban and rural planning law, national policy, master planning and traffic system with the land consolidation simultaneously in the urban renewal. Therefore we put forward a feasible idea of the old city's transformation, so as to offer a basic frame of reference for the urban renewal in the other areas' of. Yueyang City.
