摘要
京津冀区域是我国碳排放量较大的经济圈之一,如何控制这一区域的碳排放量来应对气候变化,已成为亟待解决的问题。在京津冀区域协同发展的大背景下,率先在京津冀地区实行区域性的碳排放权交易,构建区域性碳排放权交易立法协调机制,设立立法协调机构,实现排放总量控制,并在不同区域间交易,联合监督管理与执法,给区域性碳交易提供制度保证,实现"1+1>2"的区域协同碳减排效果。
Beijing-Tianjin-Hebei region is one of China 's carbon emissions larger economic circles, how to control the area of the carbon emissions in response to climate change, has become a problem to be solved. In the backdrop of the Beijing-Tianjin- Hebei region coordinated development, take the lead in Beijing-Tianjin-Hebei region of regional carbon emissions trading, build regional carbon emissions trading legislation coordination mechanism, set up legislation coordination mechanism, and achieve the total emission control, and trade between different regions, the joint supervision and law enforcement, provides system guarantee for regional carbon trading, to achieve " one plus one is greater than two" regional synergy effect to reduce emissions.
