Adapt to the New Normal and Speed up China Energy Restructuring

在经济增速换挡、资源环境约束趋紧的新常态下,推动能源革命势在必行、刻不容缓。我国能源结构调整在"十二五"时期取得了重大成就,但也面临着复杂多变的国内外形势。以积极主动的态势,大力调整能源结构以适应并引领新常态,破除在资源禀赋、体制机制、产业结构、技术水平和国际安全5方面的障碍,对此,本文提出了相应的政策组合建议。

As the economy is shifting gear, and the constraint from resource and environment is tightening,there is no time to delay for energy reform in China. Great achievements have been made in energy reconstruction during the 12th Five-Year Plan. However, we are still facing complex situations from both domestic and overseas. To surmount obstacles in resources reserves, institutional mechanisms, industry structures, technology level and national security, and adjust the energy structure to adapt to the new normal, we put forward corresponding policy suggestions.
