基于本体的公共危机事件情景模型研究

Research on Scenario Model of Public Crisis Events Based on Ontology

[目的 /意义]基于本体的公共危机事件情景模型研究旨在给应急决策者创造熟悉的环境和场景,引导和支撑应急决策者适应和了解当前态势,进行有针对性的决策行动。[方法/过程]从知识管理的角度提出了支持政府危机决策的情景构建体系,运用本体论的思想与方法构建了危机事件情景模型,并对其特征及应用价值进行了具体分析。[结果/结论]研究表明,基于本体的公共危机事件情景模型以危机情景为描述对象,以本体作为知识组织体系的描述手段,以情景知识元素作为语义单元,以语义知识网络作为情景表现形式,具有语义分析能力和推理能力,能够有效支持政府危机预警、监测、指挥、评估等管理系统。

The research on scenario model of public crisis events based on ontology is in order to guide and support the emergency decision makers to adapt and understand the current situation in view of targeted decision action,through creating a familiar environment and scene. This paper put forward the scenario construction system for government crisis decision- making from the angle of knowledge management,built the public crisis event scenario model based on ontology,and gave a detailed analysis of its characteristics and application value. The results showed that the scenario model with semantic analysis and reasoning ability could effectively support government crisis management system for early warning,monitoring,command,evaluation,by means of ontology as KOS,scenario knowledge element as the semantic unit,semantic knowledge network as the scene form.
