市场化经济改革、社会转型给高校基层党组织建设带来冲击和挑战,由于高校党政领导体制不顺,对基层党支部建设实际重视不够,保障机制薄弱,工作队伍僵化,导致基层党支部战斗力不强,凝聚力吸引力不高,作用发挥不突出,队伍建设滞后等一系列问题。为适应新形势、新变化、新常态,高校深化综合改革,进一步加强基层党支部建设势在必行。综合改革和强化党支部建设是相互作用、相互促进的双赢结果。探索综合改革背景下高校基层党支部建设路径,应切实提高重视程度,加大支持力度,强化思想建设,完善工作制度,加强队伍建设,创新工作方式,服务师生发展。
