摘要
深入分析公共就业培训主要存在四对矛盾:需求巨大与供给不足的矛盾、期待较高与实效不佳的矛盾、成本较高与经费不足的矛盾、管理亟需规范与制度尚未健全的矛盾,构建了"多元协调共赢培训机制"和"一站式服务体系":多元培训以提供充足的供给保障,着眼实效以提供良好的效果保障,增加投入以提供稳定的经费保障,健全制度以提供可靠的体制保障。
In-depth analysis of four pairs of contradiction in public employment and training are made: the huge demand vs. insufficient supply, expecting higher effectiveness vs. the poor performance, higher costs vs. lack of funds, management is urgently needed to be standardized vs. the system is not yet perfect. the "diverse coordination and win-win mechanism for training model diagram" and the "one-stop service system model diagram" are constructed and implementation of the recommendations are: to actively mobilize diverse trainings, to provide a sufficient supply for the trainings; based on the market, focusing on practical results, to ensure good effect of the trainings; pay full attention, increase investment, to provide stable funding for the trainings; strengthen management, improve reliable institutional guarantee system to provide for the trainings.
