摘要
公民阅读权利的概念可从文化权利、信息权利、图书馆权利、受教育权利、读者权利等相关概念演化而来。通过梳理、总结这些概念的共同点可以得出构成公民阅读权利的要素,即利益、主张或要求、资格、力量、自由。对公民阅读权利的要素进行深入分析与挖掘,得出公民阅读权利的应然状态。基于我国保障公民阅读权利的实践,发现存在如下问题:公共阅读服务体系发展不均衡、弱势群体的公民阅读权利缺失、尚未形成全民阅读的良好氛围、阅读能力有待提高、阅读立法困难重重。
The concept of civil reading rights could be derived from cultural rights, information rights, library fights, the fight to education, reader fights, and so on. Through combing and summarizing common points of these concepts, we could know elements that constitute civil reading fights, which are the interest, claim or demand, the qualification, the power, the freedom. Through analyzing and mining elements of civil reading fights, we find the ideal state of civil reading fights. Based on this, we investigated the practice of guaranteeing civil reading rights, and found some problems, such as the development of the public reading service system is not balanced, civil reading fights of the vulnerable group are absent, it hasn't formed good atmosphere for reading, the reading ability needs to be improved, the reading legislation is difficult.
