四川沼液流转新模式调查分析

The Investigation of Digestate Trading Model for Non-local Utilization in Sichuan Province

文章根据对四川省西充县和邛崃市等典型区域的调研情况,总结和分析了沼液流转新模式的特点和意义,并结合相关资料和数据讨论了沼液质量与还田方式、养殖与种植平衡,以及PPP模式与政府作为等相关问题。通过采取PPP方式,政府财政资金对沼液转运这一关键环节进行补贴能够强化沼液的异地还田,促进当地养殖与种植业的平衡发展,显然四川省这种探索有着重要意义,建议:1)及时总结已有的经验和问题,在全省甚至更大范围推广应用沼液流转新模式;2)为了提升沼液还田的成效,更好地发展循环农业,行业主管部门应加强对本地沼液质量的监管。

Based on the investigation in Xichong and Qionglai of Sichuan Province,the features and significance of new trading model of digestate were summarized in this study. The related questions of digestate quality control,the way of returning to field as fertilizer,the balance between breeding and planting,the Public-Private-Partnership（ PPP） trading model,and government＇s action,were discussed based on the relevant data. In the PPP model,the government subsidy on the digestate transportation could help the recycling of digestate as fertilizer used on the farmland in planting areas where the fertilizer were more needed,and so improve the balanced development of breeding and planting. These explorations in Sichuan province were of great importance in the digestate utilization. Some suggestions were also put forward： 1） summarize the existing experience and problems in time and promote the new model in the whole province or even more areas,2） in order to improve the fertilizer efficiency of digestate for the development of circulating agriculture,supervision for digestate quality should be strengthened by local government.
