随着海洋经济时代的到来,要在一片海域内建设工程项目的情况越来越多,办理一个海洋工程建设项目的行政审核文件,既需要准备大量的资料,又需要较长的办理时间。因此作为工程项目的建设方和承建方,较快、低成本、有序地完成行政报批和施工许可的办理任务,对于顺利推进海洋工程项目建设进程具有重要作用。在介绍了对行政报批与施工许可相互关系的一些认识的基础上,从申报单位自身基础材料的完备性、前置性文件的准备、主要报批内容和流程、水上与水下施工许可办理等方面,着重论述了加快办理海工建设项目行政报批和施工许可的关键措施。

With the advent of oceanic economy era,more and more offshore engineering projects appear in seawater. It needs a large amount of information and long time period to handle the administrative approval documents for an offshore engineering project. So,how to deal with the administrative approval and construction permits in a quick,low cost and correct way is very important to speed up offshore engineering construction for project owner and construction unit. This paper introduces the relation between administrative approval and construction permits,and puts emphasis on illustrating key measures of accelerating administrative approval and construction permits,including completed fundamental information of application unit,preparation of pre-documents,clear application contents and flow,handling above-and-under water construction approval.
