摘要
公众作为网络舆论的承担者,决定着网络舆情的发展方向。当前农产品质量安全网络舆情中的公众行为可分为理性参与行为、网络从众行为、网络失范行为、违规违法行为等4种类型。从公众参与的视角看,这些行为的主要特点是参与不充分和参与不规范并存。在政府的舆情管理中,应主动引导农产品质量安全网络舆情,对公众行为分类引导及区别施策,建立健全农产品质量安全治理的公众参与机制。
The direction of online public opinion is determined by the public which maked the opinion. In the current online public opinion about agricultural product quality safety events,the public behaviors can be divided into four types including rational participation behavior,online conformity behavior,online anomie behavior and violation of law. From the perspective of public participation,the main feature of these online public behaviors is the coexist of inadequate and non-standardized participation. Nowadays,in the management of online public opinion government needs to guide the online public opinion about agricultural products quality safety,guide and handle the public behaviors according to different types,and build the perfect public participation mechanism for administration of agricultural product quality safety.
