当前金坪村发展的重点倾向于增产增收等经济发展,而基础管理的规范尤其是农村财务制度建设一直处于次要地位,严重影响了金坪村政策改革的推进以及社会主义新农村建设的进程,建立健全村级财务制度体系势在必行。通过研究调查发现,金坪村由于财务人员专业水平低、财务制度执行不到位、财务监督机制不健全等因素,村级财务制度运行一再受阻,建议通过提升村级财务人员专业技术水平、健全村级财务制度执行控制机制、建立村级财务管理监督审计机制等方式来完善金坪村村级财务制度体系。
