发展新型农业经营体系的体制机制研究

中国特色农业现代化是新形势下"四化同步"发展战略的重要构成部分,而发展新型农业经营体系是实现我国农业现代化的必然选择和有力保障,对促进农业集约化、专业化、组织化、社会化发展具有重大现实意义。从当前新型农业经营体系的发展实践和面临的主要问题来看,建立和完善新型农业经营体系的根本任务在于创新三个层面的体制机制,即核心机制、支持机制和保障机制。核心机制即利益联结机制;支持机制包括融资支持机制、人才支持机制、设施支持机制和科技支持机制等;保障机制包括主体合作保障机制、市场流通保障机制、农业保险保障机制、社会服务保障机制、市场监管保障机制和领导组织保障机制等。

The modernization of agriculture with Chinese characteristics is the important element ofdevelopment strategy of pushing for industrialization, informatization, urbanization and agriculturalmodernization, and the development of new-type agricultural management system is the inevitable choice andpowerful guarantee to realize Chinese agricultural modernization. According to the current situation and themain problems we face, the basic task of establishing and perfecting the new-type agricultural managementsystem lies in mechanism innovation, namely core mechanism, support mechanism and guarantee mechanism.The core mechanism refers to the benefit coupling mechanism. The support mechanism includes the financingsupport mechanism, personnel support mechanism, facilities support mechanism, and science and technologysupport mechanism. The guarantee mechanism includes the cooperation mechanism of agricultural operators,market circulation mechanism, agricultural insurance mechanism, social service mechanism, market regulationmechanism, and leadership and organization mechanism.
