党的十八大以来,为应对经济、政治、文化等各领域出现的新情况,适应党和国家工作的大局及社会发展形势需要,促使党在社会建设和改革进程中持续发挥应有的功能和作用,习近平总书记就党的宣传思想工作作出了系列重要论述。本文从"中心工作与意识形态工作的关系""根本任务与非根本任务的工作关系""党性和人民性"等十个基本关系入手,深入论述了宣传工作的灵魂与核心,根本任务,基本立场及其必须遵循的方针,并指出了在新的历史条件下要更加注重工作创新,舆论引导,掌握话语权,守好思想汇集的前沿阵地,发动全党参与宣传思想工作,为全面学习深入贯彻习总书记宣传思想工作观提供了新的认识维度。

Since 18 th CPC National Congress,General Secretary Xi Jinping has made a series of important discourse on the Party＇s propaganda and ideological work to deal with the new situations appeared at economics,politics,culture and other areas to adapt to the overall work of the Party and country and meet the demand in the new social situations,to urge the Party to continue playing its due function and role in the social construction and the reform process. The soul and core of propaganda work is discussed in depth on the basis of ten relations such as the relation between central tasks and ideological work,the relation between basic and non essential tasks,and that between party character and national character,together with fundamental mission,basic position and the principles that must be followed. It is necessary to pay more attention to the innovation in the new historical conditions,public opinion guidance to grasp the right words,safeguard the thought frontier,mobilize the whole Party to participate in the propaganda and ideological work and provides a new dimension of understanding for a comprehensive implementation.
