摘要 "三长一短"问题是在医院门诊中广泛存在的现象,运用项目管理中的干系人分析方法 ,可以清楚得到这一问题的核心利益相关者主要为国家、医院和患者。为更直观说明"三长一短"的原因,将其分为两个方面:一是外部原因,即造成"三长一短"现象的国家层面的原因;二是内部原因,即造成"三长一短"现象的医院与患者层面的原因。 To register for hospital service, to see a doctor and to pay for the bill, people in China always need to wait for a long time, while the time of seeing a doctor is very limited. This is a widely known phenomenon in the outpatient service of China, which is called "three longs and one short". From the stakeholder analysis of project management, we could know that country, hospital and patients are the keys of this problem. To disclose reasons of this problem, we divide them into two parts. One is the external reason that this problem is caused by the country, and the other one is internal reason that this problem is due to the hospital and patients.
