摘要
目前,我国水资源利用效率不断提高,地表水质有所好转,但水污染仍然较为严重。水资源管理存在的主要问题有:地方政府难以实现新常态下的职能转变,地方经济发展模式转型困难,水资源监管体制碎片化,水资源管理"政社合作"有待加强,水资源管理激励机制不完善,等等。对此,本文从以下几个方面提出相应的对策:转变地方经济发展方式,变革地方政府组织文化,提高地方政府领导力和决策力,健全地方政府水资源管理奖惩机制,健全地方政府水资源绩效管理制度,健全地方政府水资源管理培训体系,完善水资源管理跨区域、跨部门的整体治理机制,形成政府、市场、社会三方合力的水资源管理格局。
Currently,China's water resource utilization efficiency continuously improves and the earth's surface water quality gets better,but water pollution is still relatively serious.Main problems exist in water resource management like that local governments are difficult to realize function transformation under the new normal,the local economic development mode transformation is difficult,water resource supervision system is of debris,water resource management "cooperation between governments and social organizations" needs to be further strengthened and water resource management incentive mechanism is incomplete.Therefore,the paper puts forward corresponding countermeasures from the following several aspects like transforming the local economic development mode,reforming the local government organization culture,enhancing the local government's leadership and decision-making ability,improving the local government's water resource management reward and punishment mechanism,improving the local government's water resource performance management system,improving the local government's water resource management training system,improving water resource management cross-regional and trans-department integral governance mechanism and forming the water resource management pattern of government,market and society the three parties having resultant force.
