城乡一体化视域下农民工社会救助模式研究

A Research on Peasant Laborers' Social Assistance Mode under the Perspective of Urban-rural Integration

在现实需求与客观制度障碍交织的困境下,将构建农民工社会救助模式作为建设城乡一体化社会救助体系的过渡形式是目前较为理想的选择。通过对四川省泸州市农民工社会救助现状进行调研后发现,当前农民工获得制度性救助状况、对社会救助的了解与评价状况都不甚理想,其对于社会救助的期盼也折射出当前社会救助制度存在的弊端。为此,在城乡一体化进程中构建农民工社会救助模式,需要改革现行社会救助政策,创新社会救助管理机制,健全需求表达与合作帮扶机制,完善社会救助保障机制,推行精准救助并强化救助评估和监管机制。

In the dilemmas of realistic demands and objective system obstacles being interweaved,taking construction of peasant laborers＇ social assistance mode as a transitional form of establishing the urban-rural integration social assistance system is a relatively ideal choice at present.Through investigation of peasant laborers＇ social assistance status quo in Luzhou City,Sichuan Province,it finds that currently peasant laborers obtaining system assistance situation and understanding and evaluation situation of social assistance are not very ideal.And their expectation on social assistance also reflects that currently disadvantages exist in social assistance system.Therefore,constructing peasant laborers＇ social assistance mode in the process of urban-rural integration needs to reform present social assistance policies,to innovate the social assistance management mechanism,to improve the demand expression and cooperation support mechanism,to improve the social assistance guarantee mechanism,to push accurate assistance and to intensify the assistance evaluation and supervision mechanism.
