安徽支持皖北发展十年政策及绩效的实证研究

An Empirical Study on Policies of Anhui's Support for Its Northern Development for Ten Years and Its Performance

皖北振兴战略实施十年来,安徽省委省政府支持皖北发展的政策密集出台,在多重政策叠加扶持下。纵向计算,皖北经济突飞猛进、活力持续迸发、综合实力逐步增强;横向比较,皖北经济仍处于安徽发展的谷底。文章以问题为导向,通过问卷调查和专题座谈研讨,评析十年来的政策绩效,发现部分政策规定的针对性、实效性和可操作性等方面尚需细化完善,传统体制束缚和机制障碍制约了加快皖北振兴政策的落实。为此,提出创新建立财税政策支持、综合政策扶持、政策激励发展、政策鼓励先行先试和政策贯彻落实的体制机制建议。

Revitalization strategy implemented for ten years, the policies of Anhui＇ s support for its Northern development have been intensively put in place, with multiple policies support. From the perspective of longitudinal direction, Northern economy has developed rapidly, and its comprehensive strength has gradually increased. From the perspective of horizontal comparison, its Northern economy is in the bottom of Anhui＇ s development. Taking the problems as orientation, and through the questionnaire survey and discussion of the topic research, this paper analyzes the policy performance for ten years, then finds out some aspects which need improvement and perfection, such as, the pertinence, effectiveness and operation of policies. Meanwhile, the traditional system and mechanism barriers restrict the implementation of policies. Thus, this paper puts forward some suggestions, including the creation of finance and taxation policy support, comprehensive policy support, policy incentives to encourage the development, policy to encourage the pilot and policy implementation mechanism.
