普通本科高校向应用型转变对满足国家和区域经济社会发展需求、优化高等教育结构与内涵、推动高校自身发展具有重要意义。政府是转型改革的主导者,行业主管部门与行业组织、应用型本科高校联盟是重要的参与者。具备转型条件的普通本科院校都应纳入转型范围,可采用"试点实施,逐步推广"的方式进行。高校可从明确办学定位、学科专业、人才培养、科学研究等方面实施转型改革。

The general undergraduate universities＇transformation towards application - oriented university plays a great role in catering the needs of national and regional economic development, epitomizing the higher education structure and connotation, and promoting the university itself development. Moreover, gov- ernment acts as a leading in this reform and transformation and is also regarded as a participant in the alliance with industry authorities, organizations and universities. General undergraduate universities with transformation conditions should be considered and included in this reform process, which can adapt the strategy of ＂ pilot program and gradual generalization＂ . All in all, we can implement these transformation reforms from the as- pects of university - running orientation, disciplines and majors, personnel training, and scientific research.
